As soon as you say something affects non-white races disproportionately, you should look to see if the reason is class. Black, Hispanic, and Indigenous Americans are disproportionately poor, so laws that affect the poor hit them harder. But the flip side is groups like Asians and Jews are disproportionately wealthy, so the same laws have disproportionately less effect on them than they do on white Americans.
