Chiang appears to believe there is a single form of fantasy, but there is not. Historically, there were folktales for the masses and fairy tales for the elite—for a crude example, compare the collections of Grimm (yes, which were rewritten) with the literary fairytales of people like Gabrielle-Suzanne de Villeneuve and Oscar Wilde. That divide will always exist in fantasy.
