I skimmed it. You did not point to any legal discrimination. When the US only admitted white people, they admitted European Jews—the reason Middle Easterners had to go to court to get "white" status was so they would not be deported for being non-whites.

The US did not admit refugees in general. If any of those laws targeted Jews, quote them.
