In practice, we don't know how often the IDF rapes. There are reports of the IDF raping Palestinians. As I noted in the article, with a link to the source, "only two per cent of complaints filed by Palestinians against Israeli forces for abuse lead to prosecutions."

Now, it is possible that the IDF rapes less than any other military force. If so, that paper's conclusion may be valid, even if the claim that no Arabs are raped by the IDF is wrong.
