It's odd that you keep saying you're not doing what you keep doing. You said "the specific redlining that targeted "blacks". Redlining targeted poor neighborhoods. How do you explain redlining in cities like Ogden UT where almost all of the very few black people lived in only one of the redlined neighborhoods?
Now, we could probably agree that "the impact of federal policies" did a great deal to limit class mobility for poor black people. But that's a different argument than whether neighborhoods were targeted because they had black inhabitants.
