Not so. The people we now call Europeans were very tribal, even when they were part of an empire. Rome, for example, had no concept of race, but they did have a strong sense that Romans and Judeans and Greeks and Gauls were distinct groups. When the English came to the Americas, they thought of themselves as English, not European or white. The records of the time reflect this.
