Quoting someone is never slander. The question explicitly mentioned IDF soldiers. Karim is an astonishingly conservative man, even by Israel's standards. He has said a number of appalling things, though so far as I know, this is the worst.

I don't think rape is any more acceptable to the IDF than it is to the US military. But a problem is a problem, and I'm not aware of any major US military people suggesting rape was ever okay for soldiers who were in need.
