Refute? The facts are simple: Hamas made changes to its charter and convinced Jimmy Carter that they were open to discussion. But Netanyahu, in keeping with Likud’s charter, refused to negotiate because Likud’s charter makes it explicit that the party is committed to the idea that Israel should extend from the river to the sea.

So we cannot know what would have happened if Netanyahu had been willing to talk because Netanyahu was not willing to talk.
