The "conditional on parent income" applies to all black women, poor, middle-class, and rich. At every level, black women have a 1% earning advantage over their white female peers.
By contrast, race clearly still hurts black men because black men whose parents earned the same amount of money as white men's only do as well in a very few places in the US. The 11% penalty applies to poor, middle-class and rich black men.
Proportionality is only relevant when talking about groups, not individuals, and then you need to address the proportionality at the top of the pyramid too. Do you want to create penalties for groups that are richer than white Christians? Or do you want everyone to compete equally with their peers?
