When that was written, voting varied from state to state. Black landowners could vote in at least one. Female landowners could vote in New Jersey then, if I remember correctly, but in general, women couldn't vote either. My point is that making the statement that all black people were counted as 3/5 of a person is historically inaccurate and erases the role of class in our capitalist nation.
