You are confusing poor whites with the rich people who drove those policies, and failing to notice that rich people of all color supported them--it was, after all, a black slave owner, Anthony Johnson, who took his black indentured servant, John Casor, to court and made him his servant for life, thereby established the legal basis for slavery in the English colonies.
