You could argue that she was a light-skinned black person, and black people were not always drawn the same in cartoons. But I pretty much agree with you. Most cartoon characters are intended to be universal, and I doubt Betty Boop's creators cared whether people thought she was white, black, Asian, or anything else. After all, she started off as a dog.
