You seem to have been reading too quickly. When it says "“the vast majority (92 percent) of the total redlined home-owning population was white.", it means 8% of the home-owning population was not white.

Yes, segregation was a horrible obstacle, but that's not the subject of this post. I'm only addressing the reasons the red lines were drawn.
